1.	Approval of Minutes of July 15, 2002 - Stephanie Kalasz

2.	Land Exchange Agreement - Gary J. Riedner
	The City of Moscow and the Idaho Transportation Department have
entered negotiations for a land exchange agreement concerning certain
property at "A" and Main, "C" and Jackson, and property known as the Wren
Property.  The parcels being conveyed to the City by the Department have an
aggregate value of $83,300.

	ACTION:  Recommend approval of the agreement and recommend
authorizing the Mayor's signature thereon; or take such other action deemed
appropriate.

3.	University of Idaho Parking Plan Time Extension - Mark Cook
	During June 2001, the University of Idaho presented a parking plan
for Council review and consideration which resulted in a Memorandum of
Understanding implementing the UI Parking Plan as a one-year pilot program.
The pilot program has proven successful and staff recommends granting a
one-year extension of that plan.

	ACTION:  Recommend extending the current pilot parking plan
agreement one year; or take such other action deemed appropriate.

4.	 Washington Water Resource Inventory Area 34 - Mark Cook
	Approximately one year ago, staff participated in initial
discussions with potential Washington State partners concerning
comprehensive watershed planning.  Whitman, Spokane and Adams Counties are
beginning a watershed planning process known as "Water Resource Inventory
Area (WRIA) 34."  Staff would like to explore participating in this planning
process. 

ACTION:  Direct staff further; or take such other action deemed appropriate.
