Steve, here we seem to go again.  The other side of the 1912 Building; rather 
than a partial financing plan, it seems to be, according to another council 
member, pass the bond for the highest estimated amount and we'll not use it 
all if we don't need the funds or can get the Rural District to pay some.  In 
the meantime, the citizens of Moscow have opened their wallets to the fullest 
extent the council deems possibly needed.  In my experience it is a rare bond 
issue that isn't used to its full authorized extent.
