Some of your questions are best answered by a member of the committee formed to promote the fire station bond.  If you contact Jon Kimberling at jon@n-k-ins.com you will be able to get all of the information you need.  Jon is one of people leading this group.  Jon is also an insurance agent and should have data on home fire insurance rates.  Jon is also a member of vision2020 and I hope he will respond to this transmission.  I will answer one of your questions because it is a policy issue and I offer one council members opinion.

How much would are insurance rates go up if we lost the rating  in comparison to the increase in taxes?

 We also need this station because of sprawl to the north.  Can and is it appropriate if those new developments provide some funding for the station ?  
 
One persons "sprawl" is another persons new home.  What you are suggesting is to add impact fees to our development approval process.  The City of Moscow does not have impact fees.  Maybe we should, maybe we shouldn't.  This is not a one sided debate.  You can make a case for and against.  At the present time in Moscow, I do not think we should have impact fees as a part of our process.
 
This sounds like a recipe for having the county contribute little to the capital cost.  Why would the county contribute in the current time of very tight government revenue?  
     
The City of Moscow needs the new fire station with or without the participation of the Rural Fire District.  It is my hope as a Moscow citizen that we will pass the bond.  Once that is done, we can begin in earnest to discuss what the RFD will be able to do to help pay their fair share.  They have expressed a willingness to do just that.
