Walter,
	The conservative political economists like James Buchanan makes the case
that a free citizen would only accept a democracy based on consensus so
their property rights can never be abridged w/o their agreement. Consensus
has a v. strong status quo bias. That is why you see conservatives pushing
super majority rules such as those we see in Idaho re. school bond levies.

Interesting discussion.  Years ago when I use to attend various Indian
Tribe's General Council meetings, where all members could speak and vote, I
commented that the reason they didn't seem to get anything done was "too
much
democracy."  That is, too many voices with no leadership to say, "this is
the
way its going to be."
