I swam at the U of I pool several times; it cost me $1.50 each time.  I 
don't know if there is a juvenile rate, but I suppose that there is.  They 
have evening and weekend open swim hours.  Of course, the pool is shared 
with school activities; we can't be surprised by that.  But it is, in my 
opinion, a reasonable swimming opportunity for the community.
