uh huh, one of the factors was that the government was using 
Militias from other states to force the Pensyilvanians (SP) into line 
and pay the taxes, (forcing citizens to attack other citizens at the 
behest ofthe state) and some readings I have done question the 
legality of the Congress doing that (and if you ask me to cite them 
I'm gonna be in trouble because I can't remember which ones)

ok, maybe I didn't make myself clear, (been known to happen) I 
wasn't ever allowed to get to the point of applying for a CCW, I was 
refused the permit (told it would never be issued) that allows a legal 
resident Alien of the United State to touch or own a firearm in 
Washington State. without the permit, even touching a firearm 
makes me a felon, I would have to get the permit to apply for the 
CCW.

let me try this way.

Citizen: Goes into County Sherrifs office, pays fees applys for 
CCW, is granted (or refused, Washington isin't a "right to carry 
state" that I know of), unless applicant has criminal record, no 
further action is taken against him.

Legal Resident Alien: pays fees and applies in writing to the state 
government for Alien Firearm License, gets all the paperwork as 
best they can, waits up to 90 days, may be refused at any stage 
without reason, if not refused, now has legal right to touch a firearm 
in Washington state, or to put it another way, is now on the same 
legal level with a citizen. they may THEN apply for a CCW.

if legal resident Alien doesn't live in Washington State, permit can 
not be issued. so said law abiding alien can still not touch a firearm 
without becoming a criminal.

is this clearer?
