COMMISSIONERS PROCEEDINGS
Week of August 23, 1999

Commissioners Samuel G. Duncan, Loreca J. Stauber, and Paul J. Kimmell met
in regular session. The following actions were taken:

Convened in Executive Session at 8:35 a.m. on August 23, 1999, to discuss
Personnel Matters; pursuant to Idaho Code Section 67-2345(1)(a)(b).
Adjourned at 8:46 a.m.

Approved, signed and filed Commissioners’ proceedings for the week of August
18, 1999.

Denied  request  for cancellation of taxes on Parcel Number M0660012004A,
due to half interest not eligible, did not live in the house on January 1,
1998.

Approved, signed and filed request to hire Brady J. Hall as Part-time
Irregular Tracker.  Table of Organization, Youth Services, Department 08B
Line 07.  Effective August 16, 1999.

Signed and filed resignation of Brian Moss as Tracker. Table of
Organization, Youth Services, Department 08B Line 07.  Effective August 16,
1999.

Signed and filed resignation of Amanda Badraun as Tracker. Table of
Organization, Youth Services, Department 08B Line 04.  Effective August 16,
1999.

Signed and filed resignation of Julie Lynn Wight as Tracker. Table of
Organization, Youth Services, Department 08B Line 05.  Effective August 16,
1999.

Approved, signed and filed request to hire John C. Simler as
Secretary-Administrative Assistant.  Table of Organization, Youth Services,
Department 08A Line 02.  Effective August 19, 1999.

Approved and filed changes on Table of Organization, delete reference to
Potlatch Marshall, Department 04G, Line 01, and change authorized grade from
PS6 to PS5.  Effective October 1, 1999.


Approved, signed and filed lay-off request for Richard Skiles as Patrol
Deputy, due to cutback on contract hours.  Table of Organization, Sheriff
Community Policing, Department 04G, Line 02.  Effective October 1, 1999.

Approved, signed and filed request to reclassify Val Barber as regular duty
Patrol Deputy, from special duty Potlatch Marshal, due to position being
deleted.  Table of Organization, Sheriff Community Policing, Department 04G,
Line 01.  Effective October 1, 1999.

Motion and Order to approve the Chair’s signature to transfer the title of
1994 Chevrolet Caprice to Ambassador Auto.  Vehicle is a trade-in for
Sheriff’s Office.

Approved, signed and filed request to declare surplus property, Planning and
Building Department, 18 gage galvanized metal plates.

Approved, signed and filed request to declare surplus property, Treasurer’s
Office, simulated wood desk, and transferring pieces of computer equipment
from Treasurer’s Office to Information Services.

Motion and Order to approve the Chair’s signature on Building Inspection
Services Agreement with the City of  Deary for October 1, 1999 through
September 30, 2000.

Approved, signed and filed request to install ceiling fan over the
switchboard, information booth.

Filed Fee Report from Clerk/Auditor/Recorder for July 1, 1999 through July
31, 1999.

Signed and filed vehicle damage report from Youth Services.  Department
phone antenna was stolen from county vehicle.  Claim forwarded to ICRMP.

Approved, signed and filed Indemnity Bond to David Aichele, in the amount of
$32.52.

Motion and Order to approve the Chair’s signature on software and service
contract with Computer Arts Inc., with no additional hours to be added.
Effective October 1, 1999 through September 30, 2000.

Motion and Order to approve the Chair’s signature on the Historic
Preservation Committee, Reconnaissance Survey for Troy, ID by Latah County
Certified Local Government (CLG99) Grant to the Idaho State Historical
Society, request for reimbursement in the amount of $3,000.

Motion and Order to assess an additional three cents per month on all Latah
County Solid Waste Accounts for the development of a new bulky waste site
located on Potlatch Corporation Lands, subject to a successful execution of
a solid waste transfer station lease agreement between Potlatch Corporation
and Latah County.

Approved, signed and filed September through December, 1999, Solid Waste Fee
cancellation on Parcel Number MH43N05W344800A; due to home will be
unoccupied.

Approved, signed and filed August through December, 1999, Solid Waste Fee
cancellation on Parcel Number MH23CT00050A; due to home is for sale or rent.

Approved, signed and filed one year only Solid Waste Fee cancellation on
Parcel Number MH43N05W344800A; due to home has been empty since March 1998
and is for sale.

Approved, signed and filed one year only Solid Waste Fee cancellation on
Parcel Number RP41N04W048184A; due to home has been empty and is for rent.

Convened in Executive Session at 9:12 a.m. on August 25, 1999, to discuss
indigent cases, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned at
10:04 a.m. Two (2) cases were approved, six (6) cases were denied, and two
(2) cases were tabled.

Approved, signed and filed Personnel Change Request for Steve Vinsonhaler to
increase current salary, retroactive to June, 1999.  Table of Organization,
District Court, Department 01AA, Line 02.
