um, is that the cops.. or the cops bosses (and I don't mean the public)

hmm, I heavn't heard about any of those. my understanding was 
the first act came in during prohibition, but I can certanly see that 
happeneing. it still is, in "More guns, Less crime", (can remember 
the authors name off hand, have to check the book out again) he 
does comment that "African Americans" in the lower income braket 
(is that the coorect term this week?) are the ones that should be 
owning guns to protect themselves from crime since it is quite 
apparent Law enforcement won't (nor do they have to)
