Approved, signed and filed BOCC proceedings for the weeks of July 12 and
July 19, 1999.

Motion and Order to authorize Chair’s signature on CellularOne’s service
contract of $7.99 per month for Prosecutor’s Office.

Approved, signed and filed resignation of Nicole R. Agidius, Secretary,
Youth Services.  Department  08A line 02.  Effective August 13, 1999.

Approved, signed and filed resignation of Jody E. Lind, Probation Office
Intern, Youth Services.  Department  08A line 08.  Effective July 16, 1999.

Filed Tort Claim Notice for Damages from  Michael Connolly, in excess of
$209,000.00.

Motion and Order to authorize Chair’s signature on Amendment Number 1 on
Agreement Number FS-01-05-99-25, between the Latah County Sheriff’s
Department and Clearwater National Forest for cooperative Law Enforcement
effective through September 30, 1999.

Filed request to Idaho Transportation Department to provide training to
county employees to conduct a speed limit survey.

Filed Notice of Loss Ledger.  No expenses were recorded this quarter.

Approved, signed and filed request for tuition aid to North Idaho College by
Brittney Christopher.

Approved, signed and filed request for tuition aid to North Idaho College by
Genny R. Shineflew.

Approved, signed and filed amended proceedings for July 6, 1999, reflecting
spelling changes from Tracy Carter to Tracee Carter.

Motion and Order to authorize Chair’s signature on the Building Inspection
Services Agreement, between Latah County and the City of Potlatch effective
July 27, 1999 through September 30, 1999.

Motion and Order to authorize Chair’s signature on the remodel contract with
Sprenger Construction for Latah County Jail Cell A-1.  Not to exceed
$20,281.00.

After having held a Public Hearing on July 27, 1999 pursuant to Idaho Code
67-654 and 67-6513, Motion and Order to approve the Conditional Use Permit
for Martin Haar Rock Quarry, subject to the conditions imposed 1992, with
continued compliance with original conditions.  To be reviewed in 5 years
(2004), with the understanding or condition that failure to comply with the
terms and conditions of the 1992 permit will result in revocation of the
permit.  Commissioners Stauber and Duncan voting for, Commissioner Kimmell
voting against.

Tabled Application for Hardship for Parcel Number RPD1290019001AA, Julius
Beyer.

Approved, signed and filed Solid Waste Fee Adjustment and refund Ervin or
Donna Brooks for RP01500005005A, property has been sold, will bill new
owners.

Denied Solid Waste Fee Adjustment Request from Neomie Lynn Pepe for
MH01CT00010A.

Motion and Order directing Solid Waste Department to begin implementation of
Volume-Based billing for January 2000, and to educate and encourage public
input on the impending changes regarding Municipal Solid Waste Disposal at
the bulky waste sites and curbside recycling.

Convened in Executive Session at 9:12 a.m. on July 28, 1999, to discuss
indigent cases, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned at
9:43 a.m. Twenty (20) cases were approved, three (3) cases were denied.

Motion and Order to accept the bids from Busch Distributors for fuel for
Latah County Vehicle Fleet.  Effective date October 1,1999 through September
30, 2000.

Motion and Order to acknowledge the receipt of proposals for Public Defender
contracts for 10-099 through 9-30-2001, and will take proposals under
advisement.

Convened in Executive Session at 10:30 a.m. on July 28 to discuss
Preliminary negotiations involving matters of trade or commerce in which
Latah County is in competition with another state government body; pursuant
to Idaho Code Section 67-2345 (1)(e).  Adjourned at 10:55 a.m.

Approved, signed and filed renewal of alcohol beverage license, transferred
from Nobby Inn, to Applebee’s, 105 Warbonnet Drive, Moscow, Idaho.

Motion and Order to advise Latah County Elected Officials and Department
Heads that certain independent contract employees will be reclassified as
part-time seasonal employees.

Motion and Order to approve Chair’s signature on Telecommunication Network
Service Agreement, dated July 28, 1999.

Filed vest replacement memorandum from Sheriff’s Office.

Filed notice of receipt of donated excess property, walk-through metal
detector, from U.S. Marshal Service to Latah County Sheriff Office.

Tabled decision on construction of Law Library wall pending further
information.

Motion and Order to direct the County’s Insurance Broker to request dual
coverage option with Blue Cross of Idaho for medical and vision insurance to
be effective October 1, 1999, offering either a traditional or PPO plan for
Latah County Employees.

Convened in Executive Session at 4:41 p.m. on July 29 to discuss personnel
matters pursuant to Idaho Code Section 67-2345 (1)(e).  Adjourned at 5:45
p.m.
