COMMISSIONERS’ PROCEEDINGS
Week of March 8, 1999


Commissioners Sam Duncan and Loreca J. Stauber met in regular session.  The
following actions were taken:

Approved, signed and filed Commissioners’ Proceedings for the Week of March
1, 1999.

Motion and Order to submit a grant application to the Bureau of Disaster
Services for DR 1154 (1996-1997 floods) funds for county-wide disaster
recovery - that Walter Steed be asked to write such grant at no charge to
the county.

Approved, signed and filed request for cancellation of taxes on parcel
number MHG 1380 0060 04AA, due to hardship.

Approved, signed and filed request for one-year solid waste fee adjustment
on parcel number RP 41N 04W 104 020A, house is non-livable.

Approved, signed and filed request for one-year solid waste fee adjustment
on parcel number MH 21CT 000 04A, no longer a business.

Approved, signed and filed request for one-year solid waste fee adjustment
on parcel number RP 0181 0004 001BA, house is vacant but livable.

Filed resignation of Jason Blais, Building Official. Table of Organization
Planning and Building department 11, line 06.  Date effective March 26,
1999.

Approved, signed and filed amendment to Building Official line.  Table of
Organization Planning and Building department 11, line 06.  Date effective
March 26, 1999.

Approved, signed and filed successful completion of three-year employment
increment of James Martin, Detention Deputy.  Table of Organization, Sheriff
’s Detention department 04E, line 06.  Date effective March 1, 1999.

Filed Public Defender hours for the month of February 1999 as submitted by
Steven C. Mahaffy.

Filed Public Defender hours for the month of February 1999 as submitted by
Brian D. Thie.

Filed Public Defender hours for the month of February 1999 as submitted by
Gregory C. Dickison.

Filed Conflict Public Defender hours for the month of February 1999 as
submitted by D. Ray Barker.

Approved, signed and filed request for tuition aid to North Idaho College by
Kristy Franklin.

Approved, signed and filed declaration of surplus equipment from Treasurer’s
Office.

Filed Fee Report - Clerk/Auditor/Recorder for the period of February 1, 1999
through February 28, 1999.

Approved, signed and filed Building Permit Fee Waiver for handicap ramp to
city Hall from the City of Deary.

Motion and Order to authorize the Chair’s signature on the Mutual Aid
Agreement between Latah County Sheriff’s Office and the WSU Police
Department.

Motion and Order to disband the Computer Committee effective immediately;
while disbanded, the Board of County Commissioners will provide oversight
and direction on the computer upgrade.

Convened in Executive Session at 10:47 a.m. on March 9, 1999, to discuss
labor negotiations or acquisition of an interest in real property, pursuant
to Idaho Code Sec. 67-2345 (1)(c). Adjourned at 10:57 a.m.

Convened in Executive Session at 9:08 a.m. on March 10, 1999, to discuss
records that are exempt from public inspection, indigent cases, pursuant to
Idaho Code Sec. 67-2345 (1)(d).  Adjourned at 9:50 a.m.   Six (6) cases
approved and three (3) cases denied.

Motion and Order to direct the Building and Grounds Director to install a
partition in the existing data processing room to create an office space for
the Treasurer partition to be determined by mutual consent of Building and
Grounds and Treasurer and to be completed in 60 days.

Convened in Executive Session at 11:12 a.m. on March 10, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).

Motion and Order to cast a vote for demutualization of Standard Insurance
Company.  Commissioner Stauber votes no and Commissioner Duncan votes yes.
Motion not passed.

Motion and Order to abstain in casting a vote for demutualization of
Standard Insurance Company.  Motion passed unanimously.

Clerk/Auditor/Recorder.
