"Contest": bikinis vs "underwesr"???

I am posing some questions and wonder what the readers of
this list think the answers are/would be?

What would the difference be in public reaction, if the
high-school participants in this "contest" (presuming there
will be some) were to wear "underwear",. e.g., bras and
panties, instead of bikinis, assuming comparable degrees of
opaqueness?

If there a difference in public reaction is presumed, why
would it be different?

What if the same questions were posed for university women
students as the "contestants" instead of high-school girls?

What does this mean????
