Access into the water for many people - kids, disabled, elderly
Access to the pool - parking, public transit, bike racks, streets that are
safe for children walking to the pool, etc.
A community atmosphere
consideration of water temperature, chlorine, sunlight, space for sitting
and watching, etc.
