The city I'm sure doesn't think like this with respect to facility use or
design or management. With proper planning I expect the facility to be a net
gain for the community ($). It may not be possible to show this on the
balance books, but I think that should be the goal.(Features under this
heading: Concessions,recreation,lessons,health care therapy?)
