About 20 years ago, when I lived in Muncie, Indiana--a town with far less
creativity than Moscow/Pullman--a Children's Museum was built using
essentially all volunteer labor. The architecture students at Ball State
University designed it. The vo-tech students at the high school constructed
it. The firefighters built a "learn not to burn" exhibit. The theater folks
constructed a stage. A volunteer auxiliary was put together to staff it.

Now a pool is a much bigger endeavor, but I keep wondering what the
possibility would be of utilizizng the creative abilities in this area,
along with a lot of volunteer labor. Perhaps we could get the local
contractors, plumbers, electricians, etc. to volunteer as "supervisors"
while those many people with construction experience (professional or
do-it-yourself)could do the work. I guess we'd need a General
Contractor--maybe the Mayor? Perhaps the local building supply companies
could provide supplies at cost or just a minimal mark up. Carolyn Berman
could lead a group in building those teak deck chairs that Linda Pall wants.
I'm sure there are multiple obstacles, most of them involving insurance,
municipal contract regulations, liability, etc. But since this is a
visionary group I thought I would throw out the concept.
