Wow!......I bet Bill never imagined that there was a special interest group 
for the ethical behavior of pallet cremation.
OK...so pallet burning around foot and auto traffic areas is a problem.
Who should be accountable?
Certainly sounds like the rouge... Why don't we burn it in the road crowd.
As far as recycling goes it certainly is one of my pet peaves that the 
producers of products that impact the public domain do not give more 
assistance in the recovery of said articles at the end of their life 
cycles...but pallets?....Sure why not...even candy wrappers ought to apply.
Pallet and candy wrapper makers could simply put a core fee on their 
product.Like pop bottles used to be, Oregon's pop cans are and now that I 
think of it John Deere has a pallet recovery program(Their's are stamped 
with ID...so not just any pallets). It costs more for the purchaser but 
gives em a little incentive to turn it in for the recovery fee as well as a 
place to turn it in to.
