BOCC Proceedings for the week of April 19, 1999



COMMISSIONERS’ PROCEEDINGS
Week of April 19, 1999


Commissioners Samuel G. Duncan, Paul J. Kimmell and Loreca J. Stauber met in
regular session.  The following actions were taken:

Approved, signed and filed Commissioners’ Proceedings for the Week of April
12, 1999.

Motion and Order to approve the purchase of a utility vehicle, from Columbia
Tractor in the amount of $7,492.75 for use by Latah County Fairgrounds as
supervised by the Fair Manager.

Convened in Executive Session at 9:06 a.m. on April 19, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 9:53 a.m.

Motion and Order to forward an amended job description for the
Administrative Assistant, effective April 19, 1999, to the Compensation
Committee.  Commissioners Stauber and Duncan vote yes.  Commissioner Kimmell
abstains.

Approved, signed and filed solid waste fee adjustment on parcel number RP
40N 03W 350 015A.  Refund of $96.74 for June - December 1999, paid account
in full; property was subsequently sold.

Approved, signed and filed solid waste fee adjustment on parcel number MH
24CT E00 05A, house is vacant but livable.

Denied solid waste fee adjustment on parcel number MH 23CT 000 08, failure
to provide requested information.

Approved, signed and filed solid waste fee adjustment for one year only on
parcel number RP 40N 03W 3469 95A, house is vacant but livable.

Filed resignation of Mark Bensen, Corporal.  Table of Organization Sheriff’s
Investigations, department 04C, line 03.  Date effective April 28, 1999.

Approved, signed and filed request for tuition aid to North Idaho College by
Thomas Ansel French.

Approved, signed and filed request for permit to alter a stream channel by
Robert Deerkop.

Approved, signed and filed request from Commissioner Kimmell to attend the
Keep America Growing Conference on June 6-9, 1999 in Philadelphia,
Pennsylvania.

Motion and Order to approve the Chair’s signature on the credit account at
Michael’s for Judy Nest, University of Idaho Cooperation Extension Services.

Motion and Order to approve the Chair’s signature on the Tobacco Tax
Mini-Grants and Joint Powers Agreement with Moscow School District 281,
Genesee School District 282, Potlatch School District 285 and Whitepine
School District 286.  Purpose of grants is to implement programs for the
prevention of delinquencies and substance abuse and for enhancement of
educational opportunities for the youth of the community.

Motion and Order to approve amendment to the Board of County Commissioners’
Office Policy as recommended by the Chair.

Motion and Order to accept the new job descriptions for Administrative
Assistant, Switchboard Operators, Special Hire Morning and Special Hire
Afternoon effective April 19, 1999.  Commissioners Stauber and Duncan vote
yes.  Commissioner Kimmell abstains.

Motion and Order to accept the proposal from Ruen-Yeager & Associates for
Professional Engineering Services for CDBG-DR1154.  Said service fees are
not to exceed 14% of the total grant, contingent upon award of said grant to
Latah County.

Convened in Executive Session at 9:03 a.m. on April 21, 1999, to discuss
records that are exempt from public inspection, indigent cases, pursuant to
Idaho Code Sec. 67-2345 (1)(d).  Adjourned at 9:45 a.m.  Two (2) cases
approved and three (3) cases denied.

Budget Presentation for Latah Soil and Water Conservation District given by
Trish Heekin and Kevin Meyer.  No action taken at this time.

All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
