Can you provide some comparative data for the multipliers of 1.5 and 3.0?
For example, are there norms for multipliers of thriving vs. challenged
cities such as Moscow?  Should Moscow be striving to increase their ratios?
  If so, how have other cities approached the issue of increasing the
initial dollars generated vs. increasing income and employment multiplied
dollars.
