While Priscilla's comment may be one factor in the difference in county per
capita incomes, it is also the case that Whitman -- and Asotin -- counties
have two of the highest welfare caseloads in the state of Washington, and
therefore larger numbers of low-income folks.

Isn't per capita income higher in Latah County because university students
are counted in total population and therefore bring down the Whitman
average? I believe that calculating per capita income for each county
without students would provide a more accurate reading.
