But not necessarily on having to pay as a special assessment for what I 
consider an ordinary function of government, i.e., those functions paid for 
out of general tax revenues.  To me the street light fee is like having an 
item on my utility bill titled "Police Protection." (Hope I haven't given 
them any ideas)
