It's come up in more than one thread that the vast majority of Moscow citizens
support public education, and those that don't are a small (vocal!) fringe
element.
So here's a real, honest proposal: Let the fringe opt out of Moscow-specific
public school taxes.
The change in revenue, percentage-wise, should be small. I know things are
tight at the schools these days, so the rest of the population will have to
pick the difference, but again, it should be small.
What do y'all think? I seriously think it would be a real step in making Moscow
a free, progressive society.
