But isn't that exactly what the council did?  You could pass the 
legislation, so you did.  And now it seems to me the council is telling the 
Moscow Police Department not to apply the law evenly.  This will ensure the 
issue does not go away, and will guarantee divisiveness.

I still don't understand why the council and police department didn't follow 
Linda Pall's suggestion on how to deal with the car wash.
