John,

You and I don't seem to agree on much these days, but I want to commend you
for this letter.  I think it touches on all the legitimate issues and
certainly ensures fairness.  Let's hope the Council takes heed and goes with
your recommendation.  If they don't, I would suggest they postpone any
action until November of maybe 2006 or so.
