Re: Riffing and charter school service
Charter school teachers were not affected by
the reduction in force in the district schools.*
The section you quote would have had
application if one of the charter teachers had
sought to transfer back to the district for next
year. That teacher's seniority would have been
calculated and compared to others to
determine if s/he would have been subject to
the RIF. If a charter teacher wants to return to
the district at some later date s/he will be in line
with teachers who were "cut" by the RIF in order
of their seniority. In other words, a teacher who
moves to a charter school and then back to the
district has no extra priority than s/he would
have had by staying in the district the entire
period.

* Charter schools ARE district schools by state
law although they are not governed by the
district administration. As used here, "district
schools" is used to distinguish those that are not
charter schools.

I was just curious, did the school district
consider charter school service when they set up
the seniority schedule for riffing teachers? I am
not a lawyer nor do I pretend to be one and I do
not have an axe to grind in this discussion,
beyond curiousity. I noticed that Title 33 Chapter
52 of the Idaho statutes states "(3) Certified
teachers in a charter school shall be considered
public school teachers. Educational experience
shall accrue for service in a charter school and
such experience shall be counted by any school
district to which the teacher returns after
employment in a charter school" We have 2
charter
schools in this town and I was just curious how
this effects teachers who may have moved from
one
type of school to the other. If this wasn't
considered what will happen? Can anyone out
there answer this question for me? I can't attend
the school board meeting tonight or I would ask
it
myself. Maybe one of the board members
knows the
answer.
