1. Approval of Minutes of March 4, 2002 - Chris Bainbridge
2. Palouse Mall Landscape Plan - Joel Plaskon
In November 2000, 114 shrubs were removed without City
approval, from the landscape buffer in front of the Palouse Empire Mall
along Pullman Road. On November 19, 2001, a detailed landscape plan was
presented to City Council. Council decided to accept the plan as a
conceptual plan and remand it back to staff to negotiate a final design with
the University of Idaho to include a detailed maintenance plan, an agreement
outlining provisions of the storm water mitigation plan and any associated
liability, safety issues, and a final planting agreement. At the regular
March 4, 2002 Council Meeting, Council determined there was insufficient
time to review everything presented and make the best decision for all
concerned. Council set March 11, 2002 at 5:00 p.m. as a special council
meeting for final consideration of the plan.
ACTION: Accept, reject, or modify the final landscape plan
as proposed, with or without conditions; or take other action deemed
appropriate.
