It would seem to me that if the downtown-all-day drivers would park off Main,
Jackson and its lots, and Washington, they would not have to move every three
hours and those of us who are going downtown to spend $$ would find parking
at the door of our destination even easier to achieve.

I didn't know about this either, but it seems to defeat the reason for the 3
hour rule; to discourage long term parking downtown in order to make spaces
available for others.
