1.	Approval of Minutes of February 6, 2002 - Chris Bainbridge

2.	Amendment to Parking Ordinance for Farmer's Market - Deena Heath
		The continued growth of Farmers Market necessitates that
vendors and participants have adequate safety and space in which to
function.  Cars left overnight in the parking area designated for the Market
prevent the vendors from setting up in a timely manner.  In some cases
vendors have been prevented from participating because there was no other
space to move them.

		ACTION:  Consider ordinance.

3.	Proposed Amendments to Beer and Wine License Ordinance- Chris
Bainbridge
		It has recently come to our attention that the City of
Moscow Beer and Wine Ordinance requires beer and wine license holders to be
American citizens while the State ordinance does not.  To be consistent with
State regulations and to promote diversity and encourage business
development, staff recommends approval of this change.

		ACTION:  Consider recommendation of ordinance, or take such
other action deemed appropriate.

2.	Fire Station #3 Status Report - Don Strong
	Staff will report on appointees to the RFQ Committee, to Station #
Construction Committee, and report on expected process to follow.

ACTION:  Accept Report

3.	Public Transportation Feasibility Study Status Report - Mark Cook
	Staff will update Council on recent contractual matters impacting
the Public transportation feasibility Study for Moscow.

	ACTION:  Accept Report

4.	Proposed Fairgrounds Transportation Actions  - Mark Cook
	Staff will discuss potential resolution of ownership issues for
Harold Street, Blaine Street and Mountain View Road regarding access issues
associated with the fire station access over fairground property.
	  
	ACTION:  Gain input for 2/13/02 Joint Meeting with County
Commissioners.

SPECIAL JOINT MEETING 
WITH LATAH COUNTY COMMISSIONERS

WELCOME BY MAYOR

1.	Area of City Impact - The City of Moscow Planning and Zoning
Commission, in conjunction with Latah County Planner Michelle Fuson, have
been meeting with City Community Development staff to discuss the Area of
City Impact and ways to improve the process.  Joel Plaskon will present a
review of the discussions.

		ACTION:  Accept report and review progress of discussion and
direct staff.

2.	Public Facilities Reuse - The Moscow School District continues to
identify land to use in relocating the high school.  Latah County has
unveiled a preliminary plan to remodel the Courthouse.  Are there ways of
exploring potential areas of cooperation to get the most out of common tax
dollars.

		ACTION:  None required.

3.	Fairgrounds Discussion - City staff will propose management options
for Harold Street and associated rights-of-way in and around Fairground
property.

		ACTION:  Consider report and direct staff.

4.	Latah County Courthouse Parking Lot - The purchase of property for
construction of a new parking lot for the Courthouse raises issues for
public works, community development, and community forestry.  Public works
will probably want to review issues of egress, ingress, and traffic flow.
Community development will need to discuss parking lot design, landscaping,
and buffering requirements.  Community forestry will want to be involved in
parking lot design and construction issues that might impact public trees
located on the property.  The County and the City need to work closely on
these issues, so that the final product will meet the needs of all parties.

		ACTION: Review issues and direct staff

5. 	Moscow/Pullman Regional Airport -  Any items of mutual concern
regarding the Airport will be discussed.

		ACTION:  None required.
