more Mardi Gras questions..............

Evening locations with bands are:
        Mingles- Kingpins;
        Black Rhino- Too Slim & the Taildraggers.
 I thought the Black Rhino is closed and has been for some time?   They have tried to get this Venue going since it's grand opening last Mardi Gras. So let's waste some more money that is supposed to go to the youth of Moscow.    
#11) Please explain the logic behind this?
Moose Lodge Upstairs- Citizen;
        John's Alley- Left Hand Smoke; 
The Garden Lounge- dial8 (fka Shiny New Hat);
        Mikey's Gyros- Brother Music; 
        Moose Lodge Downstairs- Snake River Six; 
 #12) Could someone please explain the fraternal club rules in regards to the club floor of the Moose...as I understand it The Moose downstairs floor is the club floor, "for members only" and personal guests. Please explain the logic behind this? Is it the same for The Eagles?
