Any time a budget is evaluated, judgements need to
be made. I do it every time I balance my checkbook and evaluate my own
budget I understand that depending on how a person interprets the
catagories in a budget will have a great influence on the published cumulative
numbers. I also know that in certain cases ( I am not
implying anything about the Moscow schools as I do not have sufficient
information) the school budgets the definition of what a teacher is (from a
budget standpoint) creates controversy. Is an administrator a
teacher? Some would argue yes if the administrator is a certified
teacher. I would argue no, unless the administrator is actively involved
in classroom teaching on a daily basis. This 'what is a tearcher' question
is a red herring. Why? In my opinion, if you ask the public if the school
budget for teachers should be cut, the answer would be no. If you ask the
same public if the school budget for administration should be cut, they would
answer yes. This is incentive for administrator to move as much of the
budget in to 'teachers' (including themselves) as possible. This creates
an incentive for as much budget to be lumped into 'teachers' as
possible.
I believe that in order to really understand the
'real' budget, a person would have to know what each person on staff really did
while at work. This is really hard for the public, and a trusting public
is really hard to come by when revenues are shrinling and budgets are
tight,
I would appreciate any information you could
provide.

As a public entity the school district provides an
annual audit of its $16 Million budget. So, there is a lot of data.
Certain judgments have to be made that can color the figures one direction or
another depending on what we're looking for. For example, does the Activities
Director's salary /color>and benefits get added into the "administrators"
expense item, or does it go into the "activities" expense. Or both, but it
only gets added once? I will get back to you with the numbers for last year
(actual dollars spent/received) in the more general (and understandable)
categories and we'll see what additional areas you and others would like to
see.
