Dear Walter, John and Tim and Visionaries,

Thanks for the finance question. Good question adn very relevant!

The discussions with the Rural Fire District are ongoing (as we speak) about
their direct participation with the City in the construction of Fire Station
3. The options at this point are cash participation in the construction or a
substantial annual lease fee. In either case, the amounts attributable to
the construction would be applied to reduce the bond, reducing what we
homeowners and comemrcial property owners would be paying.

Please also note that the bond issue is authorizing UP TO $2.5 million. We
do not have firm bids at this time on the construction but I hope that the
final specifications will bring bids in around the $2 million figure.Again,
the Rural Fire District participation would reduce the bond amount that
citizens of Moscow would pay.

We are very much aware that we are in a positive partnership with the
District. We look forward to the mutual assistance and support that this
positive relationship has produced in the past. One of the most critical
needs for the District is storage space in addition to the cooperation that
comes on fire calls from our volunteer department. This facility will put us
all in a far better position, including the maintenance of our fire rating
[thus saving Moscow homeowners from increased insurance costs!]. The Rural
Fire District will certainly pay its fair share... there are no free
lunches, in or out of government.
