Moscow has an initiative/referendum process.
Pay raises such as this one appear to signal
a major shift in municipal governance and
ought to be voted on by the people of Moscow.

It is possible to reverse this pay raise through
the referendum or initiative process.  Mark
Solomon learned this lesson the hard way as a
(former) Latah County commissioner.  I suggest
using citizen rights within the city charter to refer
this issue to the people of Moscow for a vote.
The people of Latah County have shown before that
they won't put up with this sort of politics.  I suggest
it is time to send the message again.
