Not to comment on Marshall's raise, but Lewiston's Mayor is a council person
elected to fill the role as mayor by other council members. Someone has to
cut ribbons and sign papers. They have a city manager who serves as head of
city operations with the council setting policy. Moscow's mayor is elected
by the citizens for that position and is the head of city operations. We
have a city supervisor who reports to the mayor and serves as liaison with
the rest of the staff.
