Traffic revision?

The right hand southbound lane at the intersection of War Bonnet and
West Pullman (the Wal Mart intersection) used to be a left or right
turn. The defacto use of the lane was that it was split; people going
to Pullman would get far right and make a right, people going left
would stay in the left hand part of the lane. This gave us three
lanes, and life was usually OK.
After the latest round of restriping, it's a right turn only lane.
Why the change? This means that basically all of the people who can't
figure out how to leave the Wal Mart parking lot end up jammed trying
to merge where there is no space to merge, and the people who know
how to leave without causing a traffic jam are now punished having to
wait for the morons at the bottom of the hill to play car tetris
(should I say SUV tetris?) while dodging people trying to make a left
into Wal Mart. ARGH. If this is private property, I can see them
changing lane designations at will. If this is city property, I'd
like to know if this is just an oversight or if the use of the lane
has actually been changed.
