I also find it interesting that a Congressman from Texas is concerned about 
protecting the rights of the smaller states.  Is that his real motivation?

It seems to me that small states are generally ignored in the presidential 
campaign, anyway.  The candidates try to grab the big prizes.  Places like 
NY, CA, FL, and TX get a lot of promises....

How many times did Bush or Gore campaign in Idaho?  OK, those Electors were 
already assigned....
