COMMISSIONERS’ PROCEEDINGS
Week of October 9, 2000
The Board did not meet on October 9, 2000. The Courthouse was closed in
observance of Columbus Day. Commissioners Stauber and Kimmell met in
regular session all day Wednesday, October 4, 2000, Commissioner Duncan was
present for part of the afternoon session. The following actions were taken:
Approved the BOCC Proceedings for the week of October 2, 2000.
Approved, signed, filed a request to hire LaVern L. Chandler as Patrol
Deputy, Sheriff, Department 04G, Line 01, effective October 16, 2000.
Filed the resignation of Robin Jenkinson, Rural Development Associate, BOCC
Administration, Department 05, Line 11, effective October 4, 2000.
Approved, signed, filed a request to hire Gary A. Dalton as an uncompensated
Park Intern, Parks & Recreation. Americorps will provide intern a monetary
educational award if conditions of internship are satisfactorily met.
Effective October 5, 2000.
Approved, signed, filed the Latah County Document Reproduction Policy -
2000, submitted by Susan Petersen, Clerk of the District Court.
By Motion and Order, approved the request of David Barton, Latah County
Cooperative Extension, in a memo of October 4, 2000, to be host agency of
the Americorps-Vista Volunteer from October 1, 2000 through September 30,
2001.
Approved, signed, filed a Tuition Aid Request by Karrie M. Proctor to North
Idaho College.
Denied a Request for a Building Permit Fee Waiver by John Carlson.
By Motion and Order, approved a staff salary adjustment for the Solid Waste
Department for October 1, 2000 through September 30, 2001, subject to
verification by the Budget Officer.
By Motion and Order, approved staff salary adjustments for the Sheriff’s
Office for October 1, 2000 through September 30, 2001, subject to
verification by the Budget Officer.
By Motion and Order, approved staff salary adjustments for the Information
Services Department for October 1, 2000 through September 30, 2001, subject
to verification by the Budget Officer.
By Motion and Order, approved staff salary adjustments for the Treasurer’s
Office for October 1, 2000 through September 30, 2001, subject to
verification by the Budget Officer.
Approved, signed, filed a Tax Cancellation Request by the State of Idaho,
Department of Transportation, RP38N03W267235, for the tax year 2000. The
property is tax exempt.
Approved, signed, filed a Tax Cancellation Request by the State of Idaho,
Department of Transportation, RP41N01W250155, for the tax year 2000. The
property is tax exempt.
Filed the Public Defender hours for the month of September, 2000, as
submitted by Brian D. Thie.
By Motion and order, authorized the Prosecuting Attorney’s signature on a
Violence Against Women Act, Federal STOP Grant Application for Fiscal Year
2000-2001. The Prosecuting Attorney’s Office shall administer the grant in
conjunction with Palouse Alternatives to Violence.
By Motion and Order convened in Executive Session at 11:18 A.M. October 11,
2000, to discuss Indigent matters pursuant to Idaho Code Section 67-2345
(1)(d). Adjourned at 11:25 A.M. Five (5) cases approved, zero (0) denied.
With Commissioner Duncan present, approved a Motion and Order authorizing
the Chair’s signature on a letter to the Surface Transportation Board (STB)
requesting that Palouse River and Coulee City Railroad (PRCCR) not remove
the tracks and ties until it re-monuments the railroad right-of-way in
accordance with Idaho law. The Board additionally asks the STB that PRCCR’s
proposed abandonment of the rail line between Harvard, Idaho and Bovill,
Idaho, a distance of 26 miles in Latah County, Idaho be “set aside” for
acquisition by the County for interim trail use and rail banking, pending
successful negotiations with appropriate parties. Commissioners Stauber and
Duncan voting for, Kimmell voting against.
Commissioners Stauber, Duncan and Kimmell, along with Susan Petersen, County
Clerk, met with the League of Women Voters on Wednesday, October 11, 2000 at
12:00 p.m. at the Student Union Building at the University of Idaho, to
answer questions on a number of topics.
