Since this flights (or similar military air presence) seem to show up every fall, I suspect this one has something to do with Air Officer Training at WSU & UI. (Impress the cadets stuff.)
The communities should be alerted to these by the universities, simply as a courtesy. It would save some from alarmist speculation. How about it information offices? Were these university air training related?

WTF is up with these two, ahem, black helicopters, making low altitude
high speed passes over Moscow? They're making all the dogs bark
and stirring up the gentlefolk, as well.

The two over my house this afternoon were army green and making multiple
northwest to southeast movements on Tomer Butte.
