Commissioners Loreca J. Stauber, Samuel G. Duncan, and Paul J. Kimmell met
in regular session. The following actions were taken:
Approved, signed, filed Commissioners’ Proceedings for week of March 27,
2000.
Approved, signed, filed Tuition Aid Request by Dustin Cash to North Idaho
College.
Approved, signed, filed Tuition Aid Request by Trevor J. Ingham to North
Idaho College.
Signed and filed resignation of Ray Lee Roth as Volunteer Chaplain, Sheriff’
s Office. Department 04H, Line 03. Effective March 27, 2000.
Signed and filed resignation of Marsha A. Reid as A012 Rural Development
Coordinator, BOCC Rural Development Department. Department 05I, Line 01.
Effective March 29, 2000.
Approved, signed, filed request to hire Kerrissa Powley as A03 + 6 months ¾
time, Part-time Regular Housekeeper, Buildings & Grounds. Department 05F,
Line 08. Effective March 27, 2000.
Approved, signed, filed request for Michelle L. Pernula, Switchboard
Operator, to add additional duties, as A03 + 1 year part-time housekeeper.
Department 05F, Line 09. Housekeeping hours to be tracked on separate time
sheet. Effective March 23, 2000.
Approved, signed, filed Addendum to Appendix A, Children’s Mental Health
Clinic Contract a/k/a The Idaho Child and Youth Study Center Contract to
provide extended hours at the center for summer months of 2000. Latah
County Youth Services agrees to pay a flat rate of a $400 stipend for up to
four student interns/practicum students working in summer program.
Approved, signed, filed tax cancellation request on behalf of Rick Smith,
MH23CT00059A. Trailer has been removed and cannot be located.
Approved, signed, filed request by Frances Thompson to have a key to the
building and the Court Assistance Office for access after-hours and on
weekends as needed.
Signed, filed Unemployment Insurance Benefits Liability Determination for KD
Northam, past employee of the Latah County Auditor’s Office.
Motion and Order to approve Chair’s signature on the Law Enforcement
Protection Contract (Non-Mutual Aid Agreement) between Latah County Sheriff’
s Office and the City of Bovill to provide law enforcement protection
services at a rate of $22.00 per hour. Effective April 2, 2000.
Motion and Order to approve Chair’s signature on the Blue Cross of Idaho
Group Voter Designation, giving proxy vote to the Secretary/Treasurer of the
Board of Directors of the Blue Cross Corporation.
Motion and Order to deny continuing approval of the Ewert second dwelling.
The compelling need of dependency has not been demonstrated.
Motion and Order to approve a second dwelling request for one year, by Joyce
& Roger Alsterlund for Edith Lazelle, in compliance with Section 1106, Latah
County Ordinance.
Convened in Executive Session at 10:39 A.M. on April 5, 2000 to discuss
Indigent matters pursuant to Idaho Code, Section 67-2345 (1)(d). Adjourned
at 11:12 A.M. 11 cases approved, 8 cases denied.
Motion and Order to authorize the Chair’s signature on the amendment to the
Bulky Waste Collection Agreement, Appendix B, between Latah County and Latah
Sanitation, Inc.
Motion and Order to rescind Motion and Order, dated April 5, 2000 between
Latah County and Latah Sanitation, Inc.
Resolution 2000-06 to establish budget line 01-21-0735-0000, “Repair and
Demolition” within the “Current Expense Fund - Planning & Building”; and
transfer $2,420.00 from the “Current Expense - General Reserve Fund,” line
01-29-0526-0001, Contingency to “Current Expense Fund - Planning & Building”
budget line 01-21-0735-0000. Passed and adopted the 5th day of April,
2000.
Approved, signed, filed request by Michael Kinner, Information Services
Director, to purchase HP1050C plotter, through Video Game Headquarters in
Moscow.
Approved, signed, filed request by Michael Kinner, Information Services
Director, to purchase AS400 Tape Drive, through WindStar.
On April 5, 2000, Commissioners Paul Kimmell and Sam Duncan, Solid Waste
Coordinator Don Bafus and BOCC Deputy Clerk Rachel Rausch traveled to Asotin
County Landfill to meet with Steve Becker, Asotin County Solid Waste
Coordinator, to view and discuss operation of the Asotin Landfill.
Additionally, Commissioners Kimmell and Duncan and Deputy Clerk Rausch
toured Juvenile Correction Facility, District II, in Lewiston.
All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
