How about coating the sidewalks in that glow in the dark bedliner
stuff for trucks? The problem would solve itself.

Or, perhaps, the city could raise a tax and purchase flashlights to
hand out to everyone.

Or perhaps people could take it upon themselves to go to the store and
buy one if you plan on being out at night instead of crying for more
lights to be installed. You know, that old tough rough and ready
spirit of the west and all. I bought a flashlight to carry in my
coat... I think it cost about a dollar, and when I've needed it it's
worked. Problem solved.
