Commissioners' Proceedings for week of February 24, 2000











COMMISSIONERS’ PROCEEDINGS
Week of February 23, 2000

Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session.  The following actions were taken:

Approved, signed, filed Solid Waste Disposal Agreement, Exhibit A: Schedule
of Reimbursement, Amended Exhibit B: Other Terms between City of Moscow and
Latah County.  Effective February 23, 2000.

Filed list of surplus items from the Prosecuting Attorney’s Office.

Convened in Executive Session at 10:27 A.M. on February 23, 2000 to discuss
Indigent matters, pursuant to Idaho Code Section 67-2345 (1)(d).  Adjourned
at 10:52 A.M.  Ten cases approved, six cases denied.

Motion and Order to approve the amended Solid Waste Advisory Committee
Guidelines.  The amendment is Section D, IV.  The Board of Commissioners
will make the final approval on the recommendation for a Chair and
Vie-Chair.  Effective February 21, 2000.

Approved, signed, filed request for solid waste fee adjustment for Neomi
Pepe on MH01CT00010A.

Public Hearing was held on February 23, 2000 at 11:00 for request by Stephen
and Kathlene Ewert for a variance from setbacks for an additional dwelling
on a 7.55 acre parcel SP#591. Motion and Order to uphold the Zoning
Commission’s recommendation for denial of Variance Application 591, and
adopt the Findings of Fact and Conclusions of Law of the Zoning Commission
dated January 20, 2000.  Minutes and tape are on file.

Having held a Public Hearing as provided by law, Motion and Order to adjust
the 1999-2000 Budget as follows: Increase the Sheriff Justice Fund, Line
08-45-0801-0000, Capital - Vehicle Lease Purchase from $48,721, in the
amount of $9,343 for a total of $58,064; increase the Sheriff Justice Fund,
Line 08-45-0569-0000, Education from $20,423 in the amount of $297 for a
total of $20,720; increase the Motor Vehicle Fund, Line 01-26-0542-0001,
Postage from $3,000 in the amount of $4000 for a total of $7,000; increase
the Emergency 911 Fund and establish Fund Line 33-00-0683, Rural Contracts
in the amount of $14,200; increase the Parks and Recreation Fund, Line
18-00-0806-0000, Capital - Equipment from $8,000 in the amount of $9,800 for
a total of $17,800; increase Current Expense - Commissioners Fund and
establish Fund Line 01-05-0419-0000, Flat Fringe Benefit from $6,000 in the
amount of $400 for a total of $6,400; and increase Current Expense -
Information Services Fund, Line 01-14-0804-0001, Capital - Computer
Mainframe from $81,000 in the amount of $8,000 for a total of $89,000.
These funds are unscheduled revenues or carry forward funds and the
expenditure of these funds will be at no additional cost to the taxpayers of
Latah County.  The Board directs the County Auditor to make the necessary
adjustments.

Filed Resignation of Lisa Meinhart as PS4 Communications Deputy, Sheriff’s
Office, Dept. 04D, Line 08.  Effective March 17, 2000.


Approved, signed, filed request  for 4-year increment increase for Bobby
Fortner, PS4 Detention Deputy, Sheriff’s Office, Dept. 04E, Line 12.
Effective February 1, 2000.

Approved, signed, filed request for 6-month increment increase for Jeffrey
L. Ward, A08/A09 Resource Officer, Youth Services Dept. 08A, Line 07.
Effective February 1, 2000.

Approved, signed filed request to transfer Telephone Coordinator payment of
$312.00 per month from the Board of County Commissioners, Administration,
Department 05E, Line 06 to the Information Services, Department 05E, Line
06.  Effective February 1, 2000.

Upheld decision to terminate county funding for bottled water service on
March 1, 2000.  Commissioners Stauber and Duncan voted yes to uphold
decision, Commissioner Kimmell voted no.

Motion and Order to forward to the City of Moscow, the Board of County
Commissioners’ Department of Parks & Recreation Phillips Farm Administrative
Plan, to aid in securing a lease from the City of Moscow.

Approved, signed, filed Latah Trail Committee’s recommendations regarding
acquisition of Latah Trail property.

Approved, signed, filed request for temporary help from
Clerk/Auditor/Recorder’s office.

Approved, signed, filed tax cancellation request for Bruce Geise, PPG054.
Correct information has been received by Assessor to support cancellation.

Approved, signed, filed tax cancellation request by Karen Stubbs, agent for
Scott & Simone Vandegrift, RPM11800060010A.  An Earnest agreement was in
place as of 1/1/2000,prior to occupancy.

Approved, signed, filed request to attend Criminal Justice Grantwriting
Workshop by Marsha Reid.  Sheriff’s Office will cover expense.

Clerk/Auditor/Recorder.
