hail to the chief

I concider Dan Weaver a friend.  He has been a member of this community for 
many years.  His elevation to police chief was overdue and much appreciated. 
  We no longer have a chief building a resume.
We have a chief who is a Moscowan, a chief willing to live with us and share 
over the long term the impact of his decisions.
