re Snow removal by small businesses

I have some evidence to the contrary on this statement based
on my recent walk's to work.

The walks in from of the East Side Market Place (directly in front US
bank and the Chain Restaurants), Tideman's and the Fairgrounds are never
cleared.

By the way, do government organizations have to clear walks by the
code?
