Why don't you at least contract them in some limited manner? Something like
they must remain employed with you for X amount of time, considering the
investment you've made in their training. An attorney could certainly draw
something like this up for you. Something which would obligate the employee
to you, and you to the employee, in a limited manner.
It won't guarantee that you'll keep employees, but honest, dependable workers
should have little trouble understanding and abiding by the agreement. Lazy
idiots might think twice about even working for you.

Just another part of the decline of western civilization... We're into
entitlements now. Get with the program.
