Stepping aside from the "loophole" questions, it seems to this poor
uninformed individual that the only way to measure success of the Alturas
park is the number of businesses that graduate from the park into full
fledged stand alone enterprises. These successes would then increase the
local business population, provide local jobs, and reduce the local property
tax burden for everybody. If this does happen, then the park can be called
successful, and possibly a 'good investment" of community resources. If the
park simply becomes a home for already stand alone businesses, or fails to
graduate current start ups, then it is clearly a failure and should be shut
down and sold.
