I do not know process specifics for the SWPC compost facility, but ideally,
the temperature of yard waste gets so hot during the composting process,
that weed seeds are sterilized. This is a natural process--bacteria that
break down the yard waste and create the compost generate heat. A good
compost pile gets hot enough to steam when the weather gets cool.
I don't know if that heat would destroy germs contained in dog droppings, etc.
