Greg & Other Visionaries:
There have been concerns about the potential liability of redistributing
compost from the Solid Waste Processing Center (SWPC) back to the public
because we cannot guarantee that weed seeds, pesticides and other
contaminants have been excluded from yard waste which is brought to the
SWPC by the public. This issue, however, does not appear to be of
concern in other low industry areas where compost is routinely
redistributed back to the public because it is believed that
contaminants break down during the composting process and do not pose a
significant threat. In fact, Latah Sanitation, Inc./Moscow Recycling
(LSI) currently uses the compost as soil amendment to maintain the cap
on previously closed landfill cells at the SWPC with out any problems.
LSI recently purchased a screening plant to screen the compost into a
finer material which will make the compost more suitable for public use,
and the City has approved a pilot project which will determine the
feasibility of redistributing compost back to the public. If the pilot
project is successful, the City feels comfortable with the liability
issues and they approve an ongoing program, we hope to begin
redistributing the compost back to our community in the very near
future.
