My recollection of the history of this property is that the city couldn't
figure out what to do with it or how to fund its development. Before she
was a county commissioner, Loreca Stauber put together a nonprofit
organization to develop the Phillips farm as it is now--and then turned
over the operations to the city. Is that correct? So, I see no problem
putting this land back into the hands of Stauber and the other CCs.

Second, I would like to commend the county for its attention to the county
parks. Spring Valley used to be a trash heap--badly eroded shoreline, beer
cans littered about. It is now beautifully maintained.
