This reminds me of a Dilbert cartoon:

Dilbert: ...and if you don't vote, you have no right to complain.
Dogbert:  How do you figure?
Dilbert:  It's self-explanatory.  No vote means no complaining.  You've 
given up your right to complain.  Besides, that's the way I was raised.
Dogbert:  You were raised by bumper stickers?

I also remember the Iron Curtain corollary:  Everyone voted, but no one had 
the right to complain.
