PROCEEDINGS FOR WEEK OF 9-27-99



COMMISSIONERS PROCEEDINGS
Week of September 27, 1999

Commissioners Samuel G. Duncan and Paul J. Kimmell met in regular session.
The following actions were taken:

Denied  request  for cancellation of taxes on Parcel Number RPP15200200060A
for 1996.

Approved request for cancellation of taxes on Parcel Number RP0167004003AA
for 1996, due to unemployed.

Approved request for cancellation of taxes on Parcel Number RPJ1390026005AA
for 1996, due to disabled and unexpected expenditures.

Approved, signed and filed Resolution #99-15 transferring funds from the
“Current Expense - Buildings and Grounds” “B” budget to the “Current
Expense - Buildings and Grounds” “A” budget.  A certified copy of this
resolution shall be filed in the resolution book and delivered to the County
Treasurer and County Auditor.

Approved, signed and filed Resolution #99-16 transferring funds from the
“Current Expense - Motor Vehicle” “B” budget to the “Current Expense - Motor
Vehicle” “A” budget.  A certified copy of this resolution shall be filed in
the resolution book and delivered to the County Treasurer and County
Auditor.

Filed Fee Report from Clerk/Auditor/Recorder for August 1, 1999 through
August 31, 1999.

Filed Monthly ICRMP Claims Loss Run for month of August, 1999.

Motion and Order to approve the Chair’s signature to transfer the title of
1994 Chevrolet Caprice to Ambassador Auto.  Vehicle is a trade-in for
Sheriff’s Department.

Motion and Order to approve the Chair’s signature to transfer the title of
1996 Jeep Cherokee to Ambassador Auto.  Vehicle is a trade-in for Sheriff’s
Department.

Approved, signed and filed request to hire Jean Duke as Part-time regular
Receptionist/Clerical Assistant.  Table of Organization, Prosecutor’s
Office, Department  07, Line 12.  Effective October 1, 1999.

Approved, signed and filed request to hire Jennifer Leonard as Part-time
Irregular Tracker.  Table of Organization, Youth Services/Juvenile Block
Grant, Department 08B, Line 01.  Effective September 23, 1999.

Approved, signed and filed request to hire Merinda Jones as Part-time
Irregular Tracker.  Table of Organization, Youth Services/Juvenile Block
Grant, Department 08B, Line 03.  Effective September 23, 1999.

Motion and Order to place a maximum cap of $3,000 on the annual benefit
amount for medical expenses under the Flex System Plan for Latah County
Employees, beginning October 1, 1999 through December 31, 2000.

Approved, signed and filed one year only, Solid Waste Fee cancellation on
Parcel Number MH22CT00040A; due to home vacant and for sale.

Approved, signed and filed one year only, Solid Waste Fee cancellation on
Parcel Number MH40N03W010850A; due to home vacant and will be moved when
sold.

Convened in Executive Session at 10:10 a.m. on September 29, 1999, to
discuss indigent cases, pursuant to Idaho Code Section 67-2345 (1) (d).
Adjourned at 10:44 a.m. Five (5) cases were approved, and two (2) cases were
denied.

Approved, signed and filed Commissioners’ proceedings for the week of
September 20, 1999.

Motion and Order to contract with D. Ray Barker for professional services
for indigent persons/conflict counsel.  Effective October 1, 1999 through
September 30, 2001.

Motion and Order to authorize the Acting Chair to sign a juvenile public
defender contract with Brian Thie on the terms of the existing draft
contract with the modifications discussed by the Board at its 9/29/99 Weekly
Review agenda meeting.
