Is this new?  I can't find it on the Moscow Code page.  (But I understand 
that the web page is not guaranteed to be accurate or complete.)  Is there 
appropriate signage?

My wife and I walk our dogs to EC quite frequently and I've never seen a 
sign, but I wasn't looking for one.
