Bill,

Right. And in this case, I think the Whitman County Commissioners believe
that growth will not only pay for itself, but will actually be a money
MAKING proposition for them.  They believe that they can solve a poor
taxation authority problem by building outside of the cities.

I would like to see them de-couple the corridor issue from their revenue
generation problems.  They really need to sit down with the City, WSU and
the State of Washington to figure out a better formula for dividing revenue
and governmental responsiblities.
