Question about City/Prosecuting Attorney

To whomever may be able to help or answer my questions.

I am sending this question out on this list because I believe that
someone out there can help me.

I would like to know how to find out what the duties of the
City/Prosecuting Attorney are and what the laws are that outline there
behavior within the court system.

I have some questions regarding a Prosecutors right or lack there of
to use past experiences with misdemeanor or federal crimes in a
current case or during sentencing.

If anyone could help point me in the right direction or has any
